2009 Park Ridge Memorial Day Soccer Tournament Rules

I.         LAWS OF THE GAME
All games shall be played in accordance with the laws of the game observed by the USYSA/FIFA with the exceptions noted below
 
II.        ELIBILITY        
A. Age: Players must be born on or after August 1 of the
            following years:
                U9            1999         U12          1996
                U10          1998         U13          1995
                U11          1997         U14          1994
        B: Rosters:
1. Rosters are limited to a maximum of 18 (14 for U9 & U10, 16 for U11 & U12) including up to a maximum of 3 guest players. All teams must submit a tournament roster and guest player permits on the approved form prior to their first game
2. All out of state teams must have a valid travel permit  
3. Players may be rostered for only one team
4. No roster changes will be approved during the tournament
C. Each player must have a current IYSA medical waiver on file with the tournament committee and a valid USYSA player pass. Passes will be checked before each game.
 
III.      DURATION OF GAMES                                       
All games shall consist of two 25 minute halves with a three minute half time. The Tournament Committee shall have the authority to:
A: Reschedule or relocate any game due to weather, field conditions or any other reason deemed to be the best interest of the tournament or the participants. Monday is designated as a make-up day.
B: Reduce by up to half, the duration of any game
C: Cancel a preliminary game that has no bearing in deciding group winners
D: Decide the final tournament standings and trophy winners
 
IV.    SCORING RULES
 
Any game that has completed one half of play is considered an official game. 
 
Win = 3 Points    Tie = 1 Points     Loss = 0 Points
 
V.        TIE - BREAKS
In deciding group positions, the following criteria will be used to break ties, in this order:  
A.        Head to head competition
B.        Most games won
C.       Fewest goals allowed
D.       Goal Differential up to a maximum of + 4 per game played. 
E.        Penalty Kicks as defined by FIFA Kicks From the Penalty Mark      
It is the responsibility of each team to check with the scorer’s tent after their last game to see if any tie-breaking rules apply. 
 
VI.      CHAMPIONSHIP GAMES
Ties in the third place and championship games will be decided by penalty kicks as defined by FIFA Kicks From the Penalty Mark.
 
VII.     FORFEITS
A.        A minimum of 7 players constitutes a team (5 for U9 & U10, 6 for U 11 and U12). Games will begin at the appointed time if the required numbers of players are present. 
B.        If a team has fewer than the required number of players, it will be granted a 5 minute grace period before forfeiting
C.       A forfeit will be recorded as a 3-0 victory for the winning team.
D.       Teams that forfeit a game for any reason cannot qualify for a championship or third place game.        
 
VIII.   FAILURE TO SHOW
A.     Any team quitting the field of play before the conclusion of any game is automatically disqualified from further competition and is not entitled to any refunds for any reason.
B      Any team accepted to the tournament and failing to appear as scheduled, forfeits its entrance fee and may be banned from the tournament for a period of not less than two years. The tournament will inform the team’s state organization of the misconduct with a recommendation for further action. Additionally, such failure to appear could, at the discretion of the tournament committee, cause all teams from its club or community to be banned for a similar period.
 
 
IX.      PLAYERS’ EQUIPMENT
A.        In accordance with IYSA rules, a player must not use equipment or wear anything that is dangerous to himself or another player. Therefore the following are not permitted:
1. Prescription glasses, sports goggles only
2. Jewelry (earrings, watches, necklaces, etc.)
3. Hard casts of any type (even if padded)
B.     Shin guards must be worn by all players at all times
C.     All players must have an individual number on their jerseys, no duplicates.
D.     Teams must have an alternate set of jerseys. In case of a color conflict, the home team (as listed in the program book) must change.
E.     Player’s equipment is subject to the referee’s review and approval                                   
X.        PROTESTS
All referee decisions are final. No protests will be heard on judgment calls by a referee. All protests must be submitted in writing within two hours of completion of the game and must be accompanied by $100 in cash. Protests must be submitted to the Tournament Director at the main registration tent. All decisions rendered by the protest committee are final. If the protest is upheld, the $100 will be returned.  
 
XI.      GAME PROCEDURES
A.        All teams are required to report to the field marshals at their scheduled fields at least 20 minutes prior to game time to check equipment and player passes
B.        Teams will occupy the same side of the field. Parents and spectators are required to sit on the same side of the field, opposite their players.
C.       With the exception of the passed coaches, no spectators or parents are permitted to sit with the players. All coaches must have a valid coaches’ pass.
D.       There will be no coin toss. The home team, as listed in the program book, will defend the east or north goal and the visiting team will kick off to start the game. The teams will switch sides and the home team will kick off for the second half. 
E.        The home team will supply the game ball. U9 through U12 will use #4 ball, U13 and U14 will use a #5 ball
F.        U9 through U10 will use an 7 v 7 format, on regulation small fields and small goals as defined by the IYSA.   
G.       U11 through U12 will use an 9 v 9 format on regulation small fields and small goals as defined by the IYSA .
H.       U13 through U14 will be 11 v 11 format on regulation fields and standard goals as also defined by IYSA.
I.         U11 through U14 division games and all championship and third place games for all divisions will use a 3 man referee system.       
 
XII.     BEHAVIOR
A.        Any player receiving a red card will serve a minimum, one game suspension. The tournament committee can increase the suspension if, in their sole discretion, the event warrants it. No substitution can be made for a disqualified player for the rest of that game. 
B.        Coaches that receive a red card will serve a minimum two game suspension. The tournament committee can increase the suspension if, in their sole discretion, the event warrants it. Additionally, the tournament may file a report with the team’s state organization. 
C.       Coaches will be held responsible for the behavior of their parents and supporters.
  
XIII.   SUBSTITUTIONS
              A.      Player substitutions shall be unlimited and can be made at any stoppage in play. 
     
 
XIV.   CANCELLATIONS/REFUNDS
              A.      If for any reason the tournament is cancelled prior to the scheduled start date due to an “act of nature” as determined by the IYSA, teams will receive a refund of their entry fee less 20%. If the tournament is cancelled for any other reason prior to the scheduled start date, each team will receive a refund of their entire entrance fee. 
              B.      If cancellation occurs after the tournament has begun, teams will receive a prorated refund for games that are not completed or played.
              C.      In the event of a cancellation due to inclement weather, adverse conditions or for any other reason deemed appropriate by the tournament director, neither the Tournament Committee nor Park Ridge Soccer are responsible for any expenses incurred by any team.
